- SAMPLE LICENSE PLATE INFORMATION:
The Wisconsin Department of Transportation (WisDOT) Division of Motor Vehicles sells samples of the current issue graphic design passenger auto license plate with the word 'Sample' in black letters for $2.00 each. A sample, but expired, validation sticker will be applied to the plate, if requested.

VEHICLE QUALIFYING AGE: 40 years and older for Horseless Carriage, over 30 years for Restored and Collector
VEHICLE TYPES QUALIFYING FOR YOM: Passenger, truck, and motorcycle
MUST TYPES MATCH: A passenger plate cannot be used on trucks; however truck plates can be issued for passenger vehicles if the vehicle is used commercially.
SINGLE/PAIR REQUIRED: Only one license plate to be displayed on the rear of the vehicle is required for restored plate(s) supplied by the customer. If the customer has two matching plates, they may display the second plate on the front of the vehicle.
REPAINTED PLATES ALLOWED: No. The license plate must be restored to such a condition that it may be identified with its year of issue.
MUST NUMBER CLEAR: It is unlikely that a plate of that age is currently in use as current configuration has changed. DOL looks to be sure the plate was an original issue plate for that year. The agent or subagent would verify the plate. If uncertain, they would contact the Liaison officer through the TREC team 800 number.
NOTES: Washington state has Horseless Carriage plates, restored and collector. There are restrictions when using these types of specialty plates -- the vehicle may only be used for car shows, parades, and occasional pleasure driving and may not be driven for every day use like driving the vehicle to work or grocery stores. If the plates are used on a truck, the truck may not carry any cargo.
Washington refers to Year of Manufacture registration as its "Restored Plate" program. The restored license plate may be used on all vehicles that could display collector vehicle or horseless carriage license plates. The license plate must be restored to such a condition that it may be identified with its year of issue. Reproductions of the original are not acceptable for use as a restored license plate.
Vehicles displaying restored license plates must be owned and operated as collector vehicles, and capable of operating on the highway.
Vehicles displaying restored license plates may be driven to and from auto shows, circuses, parades, displays, special excursions, antique car club meetings, and for testing purposes, and, for pleasure of others without compensation. Vehicles displaying restored license plates may not be used for: commercial purposes or to carry a load, or regular transportation in the manner of a fully licensed vehicle.
Collector, Horseless Carriage or Restored license plates may be assigned to currently registered passenger vehicle, motorcycles or trucks and are good for the life of vehicle. They are not required to display month/year tab and are not renewed annually.
Restored plates must be displayed on the rear of the vehicle. The customer must provide restored plates. If the customer provides a set of plates they may display one on the front and the other on the back of the vehicle.
Application may be made through any licensing office by providing your horseless carriage license plate or plates for the vehicle and completing a Special License Plate Application. Contact your local vehicle licensing office to determine the exact cost of your license plate, including all licensing fees. Take the completed application and plate(s) plus all appropriate fees to a vehicle license office.

NOTES: Utah refers to their YOM Registration program as Antique (Original Issue) License Plates.
Vehicles of a model year 1973 or older may display original-issue license plates issued during the same year the vehicle was manufactured.
If the antique plate number is not currently assigned to another vehicle on the Motor Vehicle file and does not conflict with a currently issued series, the antique plate may be used in substitution for a regularly issued plate. An owner who sells a vehicle with original issue plates assigned to it may also sell the plate by completing an affidavit relinquishing the plates.
Original Issue Application
Original-issue plate applicants need not complete a special application form; instead, they must bring the plates to a Motor Vehicle Office for verification. DMV staff will check the plates carefully to be sure that they are authentic and do not conflict with an existing series. There is no fee for placing an original issue plate on a vehicle.
Displaying Rejected Antique Plates
If the original issue plate cannot be used for registration purposes because the plate number conflicts with a currently-issued plate series, the owner may apply for special antique plate decals. To do so he/she must:
Submit the antique (original issue) plate to a Motor Vehicle Office for verification
Submit a current registration card
Pay a $5.00 fee. Antique decals expire every December—the yearly renewal fee is $5.00.
Note: Antique plates may be restored and repainted to the original issue paint, for limited use such as shows, parades, special events, etc.
